Brief History
 
   
 
An Educational Organisation under the name and style of THE ALL-INDIA COMMERCIAL ASSOCIATION was founded in the Year, 1934 at Lahore by eminent educationists and renowned social figures like Dewan Bahadur Raja Narendra Nath, Rai Bahadur Janaki Das, Prof. P. C. Kalhan, Prof. F. C. Soni and others for the impart of education in commerce and its allied fields.

In 1940, The All – India Commercial Association founded the Commercial University at Lahore as a University to prescribe Systems and Methods, set standards of Education, Regulate the Studies of Commerce and to conduct Courses and Education in Commerce for the Students and to direct the young energies of the Nation towards productive and constructive work.

In 1947, by gazette notification, The All – India Commercial Association and its bodies associates / affiliates shifted their headquarters from Lahore to Delhi where they continued their educational activities and programmes in association and collaboration.

The First Convocation was held at Delhi in Ihe year 1949 and was presided over by His Excellency C. Rajgopalachari, the then and the last Governor General of India.

The Association is duly registered under the Societies Registration Act XXI of 1860.

In the year, 1976,  the Association founded the Institute of Business Administration and Management in Delhi with a view to impart professionalised education and skills in the emerging Disciplines of Business Administration and Management.

In 1979, the Institute was incorporated under Section 25 of the Companies Act, 1956 as a Non -Profit Making Body.

In 1996, the Institute was got registered Under the Societies Registration Act of 1860 ( Act xxi of 1860 ) under the name and style of ' INSTITUTE OF BUSINESS ADMINISTRATION AND MANAGEMENT ' with objectives similar to the Institute incorporated Under Section 25 of the Companies Act, 1956.

The Registered Society, vide special resolution, took over the existing Institute as a running concern and this Society is presently functioning as Institute of Business Administration and Management having taken over the running and functional Institute of Business Administration and Management, the Company Registered under Section 25 of the Indian Companies Act.  Presently, the Constitution of the Institute is a Society registered under the Societies Registration Act, 1860 having its registered office in New Delhi.

In initial stages of foundation, the Chairman of the Institute was Mr. Hardayal Hardy, Retd. Chief Justice, Delhi High Court who continued to hold this position till his sad demise.  There-after, Mr. S. Rangarajan, Retd. Justice, Delhi High Court took the exalted office and continued for three years.  Prof. P. K. Ghosh took over as Chairman of the Institute after Mr. S. Rangarajan J.. Prof. P. K. Ghosh continues as Chairman of IBAM with his colleague Prof. S. S. Gulshan as Vice - Chairman and other highly qualified persons in this team of dedicated educationists.

In 2002, the IBAM submitted a proposal to the State Government of Chhattisgarh for establishment of a University under the name and style of “ Commercial University “ in the state of Chhattisgarh.  For the purpose, the IBAM, Delhi formed another Society in Raipur, Chhattisgarh under the name and style of “Institute of Business Administration and Management, Society “ .  The said Society – IBAM, RAIPUR – pursued the proposal with the said Government and Gazette notification was issued by the Govt. of Chhattisgarh notifying the establishment of “ Commercial University “ in Raipur, C. G..  However, in 2003, the Hon’ble Supreme Court of India struck down the section of the Chhattisgarh Private Universities Act and all universities, including Commercial University – established under the said Act were de-constituted.

In 2005, the State Govt. passed an amendment to the Act for the Establishment of Private Universities in Chhattisgarh taking into consideration the directions of the Hon’ble Supreme Court of India. 

In 2008, IBAM, RAIPUR shifted its registered office to Bilaspur, Chhattisgarh and is presently functioning as a society registered under SECTIONS 10 & 13 OF CHHATTISGARH SOCIETIES REGISTRATION ACT, 1973 AT BILASPUR.

The IBAM again submitted its proposal for formation of a university in Raipur, Chhattisgarh. Presently, the IBAM is engaged in establishing Commercial University in Raipur in accordance with the SECTION 4 OF THE CHHATTISGARH PRIVATE UNIVERSITIES ( ESTABLISHMENT AND OPERATION ) ACT, 2005 ( NO. 13 OF 2005 ), the Rules and Regulations and Directives of the State Govt. of Chhattisgarh.  When established, this “ COMMERCIAL UNIVERSITY “ will be a Private University established by the State of Chhattisgarh duly recognised by the University Grants Commission and fully recognised for all purposes all over.

VIDE ORDER DATE 31. 08. 2010, MIN. OF FINANCE, DEPTT OF REVENUE, OFFICE OF THE COMMISSIONER OF INCOME TAX, BILASPUR ( C. G. ) GRANTED APPROVAL TO THE SPONSORING BODY, I. B. A. M., BILASPUR U/S 80 G OF THE I. T. ACT, 1961.
